The FULL phrase applies only to input and update fields. When it is specified, the user must either leave the field blank
or must enter non-space data into both the first and last character positions of the screen field. The user will not be able
to leave the field until these requirements are met.
If the user types an exception key (and exception keys are allowed), then the ACCEPT will terminate without forcing the user
to meet the requirements of the FULL phrase.
